On June, 21, 2010 the first press conference of regional level of the Chairman of Dnipropetrovs’k Regional State Administration Oleksandr Vilkul took place. The meeting with journalists was devoted to the report on the first 100 days of work.
Addressing to representatives of Mass Media, Oleksandr Vilkul underlined a role of journalists in the region development.
«I thank you for trust which you have expressed me at the first stage of our work», - told Oleksandr Vilkul at the beginning of press conference.

Among tasks put by the President of Ukraine before him, Oleksandr Vilkul allocated the following:
• revival of economy of the region and creation of efficient system of the power.
• increase of salary level and social guarantees.
• attraction of investments into the region.

The Chairman of Regional State Administration noticed that together with actual tasks for all country for Dnipropetrovs’k region, because of its exclusive potential, had been put a number of especial tasks. In particular, it concerns developments of some unique manufactures which are not present in other regions, for example - development of a space-rocket complex.

Oleksandr Vilkul began the report on results of the first 100 days with definition of the basic "problem" spheres of the region:
· roads and communal property
· problems in industry. They are concern both production and social standards which are not high enough.
· problems of farmers and agricultural infrastructure
· protection of socially unprotected levels of the population
· absence of real strategy of region’s development

Oleksandr Vilkul: «Without strategy of region’s development there is no future. Without this strategy each of us cannot define his place in tomorrow».
On the basis of tasks which were put by the President within the framework of the Program «Ukraine is for people», priority directions of activity of the regional power were defined.

Economic growth became the first task.
Oleksandr Vilkul: «Thus it is important to understand, that economic growth is not the target. Economic growth is a basis for growth of our citizens’ prosperity, successful development of social sphere. In another way it does not work».

Creation of efficient system of the power became the second task.
Oleksandr Vilkul: «Consolidated power is a basis for efficient control of development strategy of the region. As our purpose is to return to Dnipropetrovs'k the rank of the region-leader!»
The Chairman of Regional State Administration thanked for work and cooperation chiefs of different levels, beginning from heads of village councils, heads of district state administrations and district councils. He also noted importance of support of undertakings of the regional power from the President, the Cabinet of Ministers and branch Ministries.
Oleksandr Vilkul: «Today I can tell that for the first time for the whole history of new Ukraine an exception of the regional budget are lowered in 2.4 times, from 297 million UAH to 124 million UAH. Moreover, 158 million UAH of alignment grants were allocated from the state budget for the region development. The general budget of the region made 4 billion 281 million UAH. Thereby we have put the basis for our further development and advancement of Dnipropetrovs'k region».

The Chairman of Regional State Administration Oleksandr Vilkul presented to representatives of Mass Media results of three-month work.

Results of work for 100 days:
• For March-May the industrial complex of the region carried out jerk almost on 30 % at industrial output, in comparison with previous year.
• According to growth rate of production and dynamics of increase in volumes of realisation of production the region confidently wins the first place in Ukraine.
• Expenses on social protection of population are increased almost by 30 %.
• Financing on public health services in Dnipropetrovs’k region is increased by 26 % and makes 817 million 900 thousand UAH. Including - salary fund for medical workers has grown on 24 %. Financing on payment of medicines has grown on 32 %, and expenses on food - on 38 %.
• In 2010 on repair of Dnipropetrovs’k roads from regional and city budgets was allocated over 200 million UAH. It is almost in 4 times more than the last five years (in 2005-2009 years were allocated 285 million UAH)
• Carrying out of the task of development of Dnipropetrovs’k region, great attention was paid to investments’ attraction. The month average volume of only registered investments in comparison with January-February 2010 is increased in 1.3 times. According to volumes of involved foreign investments the region confidently won the first place among regions of Ukraine.
• Dnipropetrovs’k region is the leader from debts liquidation on salary. For the first time for last 5 years throughout one month the debts on salary payment decreased for 15 million UAH, it is almost 20 % from total sum. Thus, since April, growth rates of salary have started to increase. On indicators of increase in real salaries, Dnipropetrovs'k region is on the second place in Ukraine!
• Developing manufacture, the rate of unemployment was reduced. Since March number of the unemployed was reduced to 20 %. For today our rate of unemployment is one of the lowest in Ukraine.
• The victory over inflation became an important achievement in struggle against crisis. In the region the rise in prices on the basic consumer positions of the goods and services is stopped. According to deflation level, in March-April – 99.1 %, and in May – 99.5 %, Dnipropetrovs'k region won the first place in Ukraine!
• The First region in Ukraine which started to introduce system of electronic document circulation with a digital signature is Dnipropetrovs'k region. The program «Electronic Dnipropetrovshchyna» will allow to reduce bureaucratic procedures and to make transparent system of decision-making by authorities.

Plans and tasks which will be solved in the near future:
Oleksandr Vilkul: «Now there is a work on scale Strategy of Region’s Development which will be presented at the end of the year. Now we solve prompt and urgent affairs. All our steps are verified. I will not tell loud slogans, we will work here for a long time. Therefore I will tell only realistic things».

Among plans for the future the Chairman of Regional State Administration Oleksandr Vilkul noted the following:
«1. Till October, 31 roads of Dnipropetrovs’k will be qualitatively new. I have assigned responsibility for it to City Mayor Ivan Kulichenko. The situation is under my control.
2. Till July, 1 by third to reduce debts on salary for inhabitants of Dnipropetrovs’k region. Further the debts will decrease according to the confirmed plan. If chiefs of the enterprises do not carry out put tasks, administrative and criminal responsibility will be applied to them since July, 1. The salary debts are a shameful phenomenon! In this question we, together with the Regional Public Prosecutor, have a common position. In addition I will inform that to the beginning of July the debts on wages in Dnipropetrovs’k city power transport will be completely liquidated.
3. Harvest maintenance. Peasants will be provided by necessary combustive-lubricating materials and equipment.
4. Gasification in 10 settlements will be finished and water pipes in 4 settlements of the region will be built till the end of the summer.
5. Till October, 1 we will change system of routing of passenger transport in the region. The question of transportation of people to medical institutions in countryside will be solved.
6. Creation of the pilot project of forecasting of labour market is important and we will as much as possible provide chain functioning «school - higher educational institution - workplace».
7. Together with the central authorities we will provide coordination of development of space-rocket branch which is pride of Dnipropetrovs'k region.
8. The transparency of allocation of the land will be provided and we will make this process open and clear.
9. This year more than 169 families of doctors, teachers and other state employees will be provided with apartments in cities and districts of the region.
10. Till the end of the year building of children's regional hospital on 410 beds will be finished.

To provide realisation of these and other plans, to provide system transformations in Dnipropetrovs’k region, two things are necessary:
1. Observance of "game rules" by all participants of the process
2. Presence of Single Development strategy of the region which will function within the framework of the Government program of reforms.
Game rules in a triangle "Power – Business – Society", or as many people said, - «work principles» I can inform simply now:
• The first is legality. And I am, as the Chairman, the guarantor of leadership of the right in Dnipropetrovs’k region.
• The second is a rigid control over budgetary funds.
• The third - the money earned in the region, should remain in the region. That is should not be so, that, having own machine building plants, the previous power bought tractors in China. It is necessary to support own manufacturers!
• And the fourth - taxes should be paid, and wages should be raised. The control will be strict. It is responsibility both before the region and the country».
Oleksandr Vilkul: «I am ready to support all for whom interests of inhabitants of Dnipropetrovs'k region are the program of actions, instead of bold phrase».
The Chairman of Regional State Administration informed that creation of the Strategic program of development will occupy some months. Hard work will be necessary very much, but as Oleksandr Vilkul noted, the accurate plan of works will be created as a result. As a result Dnipropetrovs’k region will start to take in near future considerable social and economic gains: new workplaces and stable growth of incomes of the taxation.

The presentation of the concept of work on strategy will take place on July, 6, 2010.
The strategy will be presented at the end of the year.
